Duration ot service in the reserve, three years, 1 with authorization of marriage'during the last year. In this sys tem, which fixes the entire term of service, active and reserve, at eight years, the in crease of oue year, as reterrable to the sevea required by the law of 1832, is compensated for by the reduction of two years in the term of active duty. The whole economy of the plan rests on the conviction I feel that five effective years of service, with a well pre pared programme ot education and instruc tion, will amply suffice in France to form, even for special corps excellent soldiers : Light contingents ot 100,000 men do not give as might be supposed, a total of 800, 000. Have we not here the most extensive military torce that it would be possible to direct and. provide for in a campaign ? I cannot imagine the existence of a more formidable war estab lishment. But France, it will be said, may see, undergivtn circumstances, ten hostile armies 01 more than 100,000 men each marching toward her frontiers.
